The firm will carry out a process review and a perception survey of the implementation of the CPD program in the first 5 districts. The study will inform the future scale-up and the process of implementation of the CPD program across the country.FSCOPE OF WORKThe firm will be responsible for overseeing and managing the following tasks:Deliverable 1: Detailed Methodology, survey tools, and sample for 5-district pilotResponsibilities:• Develop a detailed methodology based on the scope and the proposed methodology • Based on the methodology, develop survey tools that will be used to gather information.• Incorporate feedback from the World Bank team and the TSC to finalize the methodology and the survey tools• Draw a sample based on the scope and the proposed sample of the study. The sample should be in line with the purpose of the study and should ensure the provision of meaningful and representative insights into the implementation process of the CPD program.Submission:• Survey Methodology• Finalized survey tools• Sample of Teachers, Coaches (HTs, SQAOs, DOs), and schools to be observed directly by enumerators• Sample of Teachers, Coaches (HTs, SQAOs, DOs), and schools to be interviewed • Observation data period selected to be analyzedDeliverable 2: Training & Data collection for 5-district sampleResponsibilities:• Develop a thorough data collection plan to ensure that the field activities are aligned and completed as per the timeline of the study• Train the field staff on the Observation tool, Coaching protocols, and the survey tools. Note that the Lead Trainer will be trained by the World Bank on the observation tool and the coaching protocols. Field staff would need to achieve minimum reliability before going to the field.• Conduct Workshops, Interviews, Observations, and observation of Coaching and Teaching Learning Communities sessions as per the defined data collection plan• Conduct analysis of the observation dataSubmission• Data collection plan• Brief report on the Training of enumerators• Data files from the field activityDeliverable 3: Final report and presentation on 5 district planResponsibilities:• Analyze the data collected from the field and develop a comprehensive report on the basis of the findings• Provide recommendations to improve the process of implementation based on the findings of the study• Present the key findings to the World Bank team and relevant stakeholdersSubmission:• Report on the process review • Presentation on the key findingsDeliverable 4: Revised detailed Methodology, survey tools, and sample for national scale-upResponsibilities:• Revise the detailed methodology developed for the 5-district pilot based on experience • Based on the methodology, revise the survey tools that will be used to gather information.• Incorporate feedback from the World Bank team and the TSC to finalize the methodology and the survey tools• Draw a sample based on the scope and the proposed sample of the study.
